ENTSO-E: Orchestrating Europe’s Synchronous Electricity Network
Market Coupling refers to a mechanism in the electricity market that coordinates the trading mechanisms of different regions or countries, integrating supply, demand, and price information across multiple electricity markets to optimize cross-border electricity allocation and resource utilization. It is a core component of European electricity market integration, aimed at improving efficiency, reducing costs, and promoting the integration of renewable energy.

ENTSO-E plays a pivotal role in this process. Its collaborative mechanisms enable the seamless integration of Europe’s vast grid system, making it a global model for energy transition. Capacity allocation and congestion management are cornerstones of the European single electricity market, as they coordinate cross-border electricity markets from long-term to real-time operations. An interconnected, integrated, and efficiently functioning European electricity market ensures the optimal use of resources, which is key to providing consumers with secure electricity supplies at the lowest possible cost.
The European Network of Transmission System Operators for Electricity (ENTSO-E) is one of the largest interconnected synchronous grids in the world and serves as the official interface between the European Union and transmission system operators (TSOs). ENTSO-E was established on December 19, 2008, with its headquarters in Brussels, Belgium. It gained legal authorization under the EU’s Third Internal Energy Market Package and began operations on July 1, 2009.

ENTSO-E brings together 42 transmission system operators (TSOs) from 36 countries, with two as observer members. On January 1, 2024, Ukraine’s transmission system operator, Ukrenergo, became a member of ENTSO-E. European TSOs are entities independent from other electricity market participants, responsible for transmitting the majority of electricity over high-voltage grids. Member countries are primarily interconnected through 220/285kV and 380kV AC lines, with some connections using 400kV, 330kV, 220kV, and lower voltage lines. They provide grid access to electricity market participants (i.e., power generators, traders, suppliers, distributors, and directly connected customers) based on non-discriminatory and transparent rules. While ensuring security of supply, TSOs also guarantee the safe operation and maintenance of the system. In many countries, TSOs are also responsible for the development of grid infrastructure.
ENTSO-E members currently serve over 600 million people, operating synchronously through more than 400 interconnection points, and managing, maintaining, and developing approximately 300,000 kilometers of power lines (enough to circle the Earth seven times).
ENTSO-E’s main responsibilities include:
- Developing and Maintaining the European Operational Framework: Formulating and maintaining operational network codes, guidelines, protocols, standards, and methodologies to ensure the unified and efficient operation of the European transmission system.
- Coordinating Critical Infrastructure Protection: Coordinating measures to protect critical electricity infrastructure, ensuring the security and reliability of the power system.
- Developing Communication Infrastructure and Real-Time Systems: Developing and maintaining dedicated communication infrastructure for real-time and non-real-time data exchange, including the ENTSO-E Awareness System, which provides a real-time panoramic view of the European transmission system’s status.
- Promoting Grid Model Development and Regional Coordination: Establishing rules through the Operational Planning Data Environment to facilitate the development and implementation of common grid models, supporting all stages of system operation; coordinating regional services through Regional Coordination Centres (RCCs) as mandated by the Clean Energy Package and TSO requirements; classifying and tracking operational incidents, proactively assessing innovation and future needs, and proposing optimal operational strategies to support the energy transition.

ENTSO-E also provides short-, medium-, and long-term outlooks for the European power system. These outlooks are based on scenarios describing possible energy futures for Europe. They enable the TSO community to coordinate actions across Europe. ENTSO-E’s outlooks also provide policymakers and stakeholders with technically reliable information to support their decision-making.
