Solar Advances Across the MENA Region

The Middle East and North Africa (MENA) region, historically reliant on its vast fossil fuel resources, is now feeling the heat to diversify its energy portfolio. Despite the cost advantages of solar power, the region faces significant sociopolitical and economic hurdles.

The MENA region’s solar potential positions it as a significant player in the global clean energy market. This potential is underscored by its high solar irradiation and extensive desert areas, making it an ideal location for solar energy projects.

However, the region’s heavy dependence on oil and gas, which accounts for around 97% of its energy consumption, presents a challenge. Government revenues in many MENA nations are heavily tied to hydrocarbons, making the region vulnerable to fossil fuel price volatility. This has pushed these countries to explore renewable energy options, driven by sustainable development commitments and the Paris Agreement on climate change.

Countries like Saudi Arabia, the United Arab Emirates (UAE), and Kuwait are using their sovereign wealth funds to support renewable energy projects. However, robust policies are still needed to incentivize adoption and foster public-private partnerships. In contrast, nations like Jordan, which lack substantial oil reserves, rely on international support for their clean energy initiatives.

Unlocking Solar Potential

The MENA region’s high solar irradiation, between 2 MWh/m² and 2.5 MWh/m² annually, coupled with decreasing PV installation costs, bolsters the business case for solar energy. The region benefits from low labor costs and tax incentives, especially in Gulf Cooperation Council (GCC) countries, where local production costs make large-scale projects feasible.

Egypt and Jordan have made significant strides in integrating solar energy into their national strategies. Egypt’s Benban Solar Park, with a capacity of 1.65 GW, is one of the largest solar installations in the region and a testament to the country’s commitment to generating 20% of its electricity from renewable sources by redirecting fossil fuel subsidies.

Fostering Solar Growth

Policy reforms across the MENA region are gradually reducing subsidies and setting renewable energy targets. Historically, energy subsidies for fossil fuels have distorted power markets, undermining the competitiveness of renewables. Since the Arab Spring protests of the early 2010s, Egypt has led the way in cutting subsidies and redirecting funds towards renewable energy. Jordan followed suit, reforming its subsidies to reduce dependence on imported fossil fuels and accelerate PV adoption.

The UAE and Saudi Arabia have set ambitious targets to increase the share of renewables in their energy mix. Saudi Arabia’s Vision 2030 policy aims for 50% of the kingdom’s electricity to come from renewables by 2030. Supportive regulatory frameworks, such as feed-in tariffs, net metering, and auction-based project allocations, have promoted solar projects and integrated renewables into the national grid, encouraging investment by providing predictable returns.

Challenges on the Horizon

Despite its solar potential, the MENA region faces several challenges in accelerating PV deployment. High risk perception and credit rating limitations hinder investment in many MENA countries, restricting access to commercial finance for renewable projects. Countries like Jordan, unlike oil-rich nations such as Saudi Arabia and the UAE, heavily depend on international funding for their renewable initiatives.

Institutional capacity also varies widely across the region, with some countries lacking the regulatory expertise to manage large-scale renewable projects effectively. Complex approval processes and uncoordinated policy frameworks create administrative barriers, delaying project implementation and reducing investor confidence.

Grid Integration

A significant technical challenge is the limited grid infrastructure, especially in remote desert regions where solar projects are typically located. Countries like Morocco and Tunisia have invested in grid improvements to better integrate solar energy, but the high costs and technical complexity of rural grid extensions remain barriers. Without adequate grid connectivity, excess solar power generation risks being wasted, undermining the economic viability of solar projects.

The intermittent nature of solar energy generation requires advanced grid management and energy storage solutions to ensure a consistent electricity supply. MENA countries must adopt grid modernization practices, such as smart grids and energy storage technology, to facilitate renewable energy integration and enhance overall grid resilience.

Towards Energy Security

With renewable capacity expected to triple by 2027, largely driven by solar, MENA countries can insulate themselves from the volatile fossil fuel market and meet their commitments under the Paris Agreement. MENA’s solar potential could transform the region into a key player in the global clean energy market. Initiatives like the European Union’s “Risk of Energy Availability: Common Corridors for Europe Supply Security” project envision the MENA region as a renewable energy exporter to Europe, potentially supplying up to 20% of the continent’s electricity needs by 2050.

The MENA region’s efforts to diversify its energy mix using solar reflect its vast renewable potential and the pressing need for economic and environmental sustainability. Policy reforms, particularly subsidy reductions and ambitious renewable targets, are fundamental to the region’s energy transition. Addressing the financial, infrastructural, and institutional challenges will be key to unlocking the region’s solar potential and contributing to global climate goals.
