New EU Solar Rooftop Standard Unveils Massive Potential

The newly enacted EU Solar Rooftop Standard, part of the Energy Performance of Buildings Directive (EPBD), is set to dramatically expand rooftop solar capacity across Europe. According to SolarPower Europe, this standard could drive the installation of 150 to 200 gigawatts (GW) of additional rooftop solar between 2026 and 2030.

This standard is designed to harness the substantial potential of EU rooftops, estimated at 560 GW by the EU Joint Research Centre. If 60% of public buildings are deemed suitable, the new regulations could significantly boost rooftop solar installations.

Jan Osenberg, Senior Policy Advisor at SolarPower Europe, highlighted the importance of this legislation: “Much like the integration of smoke detectors in the past, this law is set to make rooftop solar the norm. It will provide more buildings, businesses, and citizens with access to clean and affordable solar energy.”

The law mandates that all new buildings be solar-ready, simplifying the process and increasing the attractiveness of solar installations. Bloomberg NEF notes that proactive solar standards can enhance return on investment by 8-11% compared to retroactive installations. This standard also aims to make solar energy more accessible, particularly in multi-apartment buildings.

Effective from 2027, the Solar Rooftop Standard will apply to new non-residential and public buildings. It will extend to existing non-residential buildings undergoing major renovations by 2028, new residential buildings by 2030, and suitable existing public buildings by 2031. Large rooftops on offices, commercial buildings, and car parks will be prioritized, though agricultural and historic buildings may be exempt.

Osenberg stresses the role of rooftop PV in advancing smart electrification, which includes integrating solar with electric vehicles (EVs) and heat pumps. This integration will help reduce grid impacts and provide support during periods of grid stress.

Europe’s rooftop solar capacity is projected to grow to 355 GW by 2027. This growth, driven by the new Solar Standard and increasing public interest, will help shield citizens from fossil fuel price volatility and drive the transition to sustainable energy.
